What is a 'red dot'?

At times you may see a user in a chat room who has an icon to the left of their nickname that represents a 'red dot'.

This indicates that an 'admin' has restricted this user from speaking to the chat room on the microphone.

The use of the 'red dot' includes the ability to restrict the user from typing text messages to the room, and can also restrict a user from sending video.
